THE MANEUVER OF THE DISASTER PREVENTION, SEARCH AND RESCUE, QUICK HANDLING OF INCIDENTS IN 2022

In order to improve the ability to proactively prevent natural disasters, search and rescue, quickly handle power grid incidents, on June 15, 2022, at TBA 110kV Phu Luong E6.6 – Thai Nguyen, Northern Power Corporation - Electricity Testing Company (NPCETC) coordinated with Thai Nguyen Power Company (PCTN) organize the maneuver of the disaster prevention, search and rescue - Quick handling of incidents in 2022.
Participants include: Mr. Nguyen Danh Duc Deputy Director of NPCETC Head of the commanding committee presiding over the maneuver; Members of the Maneuver Command Board, employees of the NPCETC Departments and Branches in collaboration with the 110kV Thai Nguyen Power Grid Operation Management Team.
Implementing the exercise plan of NPCETC, many hypothetical situations are set out including the situation "Short circuit incident off the line preventing highway 375 causing severe damage to T1 Transformer - Substation 110kV Phu Luong E6.6".  As soon as the problem occurs, the T1 Transformer is separated from operation. The remote control center urgently handles the incident according to the electrical safety procedures of Vietnam Electricity Group (Decision No. 959/QD-EVN dated July 26, 2021). The team reports the incident to the leader. Deputy Technical Director of PCTN contacted NPCETC to implement the task in accordance with the signed Coordination Regulation. Receiving notification of TBA incident 110KV Phu Luong, NPCETC mobilized equipment and human resources from related departments and workshops, in the fastest time to approach the scene the incident management team fully implements safety procedures and collects, analyzes information, zones the incident, conducting experiments on protective relay systems, scadas and first-order equipment.
Due to the careful preparation of the plan to organize construction measures, laboratory equipment and adequate human resources, the working team has investigated, discovered the exact cause of the incident, promptly notified the operation management unit to make a plan for handling and changing the mode of operation, Minimize the time of power outages. According to the assignment of the Head of the Department, the members of the Command Committee focused on observing the situations, proposing and contributing to the members of the working group ... At the end of the exercise, the whole team assessed the experience, with the goal of fixing the problem as quickly as possible, restoring the power grid, ensuring the safety of people and equipment, minimizing risks, improving reliability and customer satisfaction.
